eLIAS is a cooperative project of the Institute of IT-Security and Security Law (“ISL”) at the University of Passau under the supervision of Professor Dr. Dirk Heckmann and the Stanford Center for Computers and Law of the University of Stanford (“CodeX”). The research includes the methodical and technological requirements for a webbased expert system. The system is designed to demonstrate legal developments in the field of IT-security from a legal perspective. To what extent are IT-users such as public authorities and citizens legally obligated to ensure IT-security? All relevant statutes and judgements are researched, analysed and systemized. eLIAS aims at producing a legal online database with multiple download options combined with a forecast, helping to identify future trends concerning the risk of liability. This can be used to safeguard legal certainty of business models, administrative reform plans and private lifestyle.
